13.08 USE REGULATIONS: HIGH DENSITY DISTRICT. No building or premises shall be used and no building shall be erected or altered unless otherwise provided in this chapter, except for one or more of the following uses:

(1) (Amd. GO 29-90) Any use permitted in the residential districts.

(2) Apartment hotels for any number of guests, including accessory services incidental to the principal use such as restaurant, newsstand, cigar or candy counter, providing there is no exterior display or advertising except one sign not exceeding 5 sq. ft. in area.

(3) Professional office buildings.

(4) Buildings used in whole or in part for the following: real estate, barber or beauty parlor, wedding counseling, interior decorating, travel bureau, funeral home, photographer, or such retail sales as are incidental to and associated with the permitted professional or highly skilled services.

(5) DELETED PER GO 33-96

(6) Motels, subject to approval by the Plan Commission of site plans and setback lines.

(7) Accounting and office machine branch office buildings in which no retail sales are solicited nor stocks of merchandise are maintained except sample merchandise and repair parts and which serve primarily as office space for sales, clerical and management personnel and for minor repairs of such equipment, not including refinishing thereof.

(8) Private clubs, fraternities, and lodges, except those of which the chief activity is service customarily carried on as a business.

(9) Floral arranging.

(10) Dance studios.

(11) Employment services.

(12) Off-street parking.

(13) Commercial television and radio transmitting or receiving towers subject to the conditions of §13.55, Green Bay Municipal Code, are permitted as a conditional use.

(14) (Rep. & Rec. GO 32-96) The following uses will be permitted as conditional uses pursuant to §13.61, Green Bay Municipal Code:

(a) Paint, glass, and wallpaper stores (5231).

(b) Grocery stores (convenience food stores only) (5411).

(c) Candy, nut, and confectionery stores (manufacturing confectionery items for direct sale on the premises is permitted) (5441).

(d) Dairy product stores (5451).

(e) Bakeries with and without baking on the premises (5461).

(f) Miscellaneous food stores (5499)

(g) Apparel and accessory stores (56)

(h)  Radio, television, consumer electronics, and music stores (573).

(i) Eating and drinking places (58).

(j) Miscellaneous retail (59), (except 5961, 5962, 598)
